Citi was the first U.S. financial institution to receive a branch license and the first U.S. bank to open a full branch in Hanoi, both in 1994. Citi was the first to launch Internet banking in Vietnam in 2001.

Citizenship History
Citi Vietnam has developed long-term relationships with several community partners, including:
  • American Chamber of Commerce in Vietnam and United Way Vietnam, www.amchamvietnam.com, since 2002 - VND 800 million (US $50,000) for scholarships and vocational training placements for more than 2,000 Vietnamese youths, and VND 640 million (US $40,000) for two computer centers in Tien Giang and Vinh Long provinces to train young people who have migrated to urban areas and are unemployed
  • Microfinance and Development Center and the Vietnam Microfinance Working
    Group, www.microfinance.vn, since 2007 - VND2 billion (US$120,000) for the Citi Micro-enterpreneurship Award program in Vietnam. Since its inception in 2007, this program has celebrated the exceptional achievements of 111 micro-entrepreneurs and 45 credit officers from different provinces across Vietnam. The Awards have also recognized 13 microfinance institutions for their outstanding contribution to the development of microfinance in the country
Financial Education: Increasing the Financial Literacy of Micro-entrepreneurs
As a natural extension of its long-term support of the microfinance industry, Citi Vietnam has funded the roll out of a financial literacy program especially designed for local microfinance clients, most of whom are disadvantaged women. This type of training equips such microfinance clients with the knowledge, skills, and abilities to maximize microfinance investments and loans, enabling many to break the poverty cycle.
With the support of a Citi Foundation grant, the Financial Literacy for Micro-entrepreneurs program commenced in 2008 in partnership with the Binh Minh Community Development Company, an established microfinance institution in northern Vietnam. After Binh Minh conducted a detailed needs assessment, program materials were adapted from the Global Financial Education Project. This project was designed by Microfinance Opportunities and Freedom from Hunger, and was also funded by the Citi Foundation.
Using a train-the-trainer model, 23 people from 10 organizations were trained during a December 2008 workshop in several Vietnamese language modules: Budgeting, Saving, Debt Management, Bank Services, and Financial Negotiations. The newly skilled trainers - representing microfinance providers such as the Vietnam Social Policy Bank, Quang Binh Province Microfinance, and Ha Tinh Province Development Fund for Poor Women - have started reaching out to a targeted 18,000 clients from disadvantaged households.
For example, the Binh Minh Community Development Company plans to conduct 50 training sessions for microfinance clients in 2009. The longer-term plan is to train all of the company's 32 credit officers so that they can in turn provide financial education to Binh Minh's 4,500 clients.

Microfinance: Achieving a Self-Sufficiency Milestone in Thanh Hoa
Since 2001, Citi Vietnam has provided support to a microfinance programme in Thanh Hoa Province established by Save the Children U.S. and the Thanh Hoa Province Women's Union. Thanh Hoa is one of the poorest provinces in Vietnam, located in the north central part of the country.
Over the years, Citi Foundation grants totaling VND 3.3 billion (US $188,000) have enabled more than 10,000 women from disadvantaged households in Thanh Hoa to access financial services and start micro-enterprises. By diversifying sources and increasing their income, these women have improved their living conditions and gained empowerment in their communities. Rising incomes have also contributed to a reduction in child malnutrition and school dropouts.
A new milestone was reached in July 2008 when the Thanh Hoa Provincial People's Committee approved the conversion of this microfinance programme to a formal fund - the Thanh Hoa Fund for Poor Women.
Since 2001, Citi Vietnam has helped thousands of women escape poverty through its support for microfinance in Thanh Hoa Province. For example, Le Thi Lien (left) from Hamlet 9 in Hoang Hoa District took an initial loan of VND 500,000 (US $30) to open a small shop and start other micro-enterprises. After repaying the loan on time, she was able to take out a larger loan which helped her businesses grow so that by 2008, she and her husband had been able to provide better education for their children, as well as buy a home.
The program has become financially independent and sustainable, an achievement shared by only a handful of microfinance initiatives in Vietnam.
In addition, the Thanh Hoa Poor Women's Support Fund is one of the few microfinance institutions with a credit relationship at a local bank. This breakthrough has allowed the Fund to borrow more than VND 1.1 billion (US $60,000) to expand its services to more low-income women entrepreneurs.
As of December 2008, the Fund had over 5,400 active clients in 40 communes in seven districts in Thanh Hoa Province, and had distributed loans totaling VND 9.5 billion (US $559,206).
