Transition to UOB

Citibank, N.A., - Hanoi Branch and Ho Chi Minh City Branch (“Citi Vietnam”) has transferred ownership of its consumer banking business to United Overseas Bank (Vietnam) Limited (“UOB Vietnam”) with effect from 01 March 2023.

General Information

  • Why is Citi selling the business?

    In April 2021, as part of our ongoing strategy refresh, Citi announced actions in the Global Consumer Bank that would enable more targeted investment to businesses where we have the competitive advantages and scale necessary to drive and deliver high quality services to our clients and higher returns for our shareholders. As a result, Citi’s Global Consumer Bank will have a focused presence in four wealth centers – Singapore, Hong Kong, London and UAE – and it is pursuing exits from its Consumer franchises in 13 markets across Asia and EMEA, including Vietnam.

  • Who is Citi selling the business to?

    We are delighted to find a strong partner in UOB group. UOB is a leading bank in Asia with a global network of around 500 branches and offices in 19 countries and territories in Asia Pacific, Europe, and North America. UOB established its presence in Vietnam with the opening of a representative office in 1993 and became a foreign-owned subsidiary bank in 2018. Today, UOB Vietnam has three offices, two in Ho Chi Minh City and one in Hanoi, and also offers a range of personal and institutional financial services to both Vietnamese and overseas customers across the country backed by the seamless connectivity offered through UOB’s regional network.

  • Can I continue using my existing products and accounts?

    Yes, you can continue using your existing products and accounts and Citi services including branches, Citi Mobile® App, Citibank Online and CitiPhone Banking as usual until Citi Vietnam or UOB Vietnam informs you otherwise.

  • Do I still have access to the same product benefits and offers on my deposit or credit card account?

    For a transition period, you generally continue to have access to the same existing product benefits and offers on your deposit or credit card account.

    Otherwise, there are only small changes to the way you use and manage your account, and we've either specifically notified affected customers as required, or included those changes here, in the FAQs.

  • Will any of my payments details with Citi change in regards to direct debits, existing payees management, account details?

    There is no immediate change in the way Citi Vietnam serves its clients or in the way you bank with us. All your direct debits, existing payees and payments details remain the same. Please continue using Citi Vietnam SWIFT/BIC code as CITIVNVX. Citi Vietnam will inform you of any changes in advance.

  • What happens to the limited time offers and promotions that may coincide with the completion of the Transfer on the Effective Date? Will the promotional offers remain valid?

    All ongoing promotional offers will remain effective with Terms and Conditions as published. Should there be any changes, we will ensure sufficient notice is provided to you.

  • Which of my products require my express consent in order to be transferred to UOB Vietnam on the Effective Date?

    All products within the following categories require your express consent before they can be transferred to UOB Vietnam on the Effective Date:

    • .Current and savings accounts
    • .Term deposits
    • .Savings deposits

    We will not require your express consent for the transfer of all your other products not falling within the above categories to UOB Vietnam as well as any cash amounts held by Citi Vietnam as Term Deposits securing any Credit Cards under the Secured Card Program.

  • Which of my products do NOT require my express consent in order to be transferred to UOB Vietnam on the Effective Date?

    Products within the following categories do not require your express consent in order to be transferred to UOB Vietnam on the Effective Date:

    • . Credit Cards
    • .Personal Loans

    For products within the above categories, if you do not wish for such products to be transferred to UOB Vietnam, we are sorry that such products will be terminated and the relevant accounts will be closed. This termination does not affect or release you from any obligations that you have incurred or will incur in accordance with the relevant product terms and conditions.

  • What happens to my data?

    Your consent given through any of the available channels and/or in accordance with the applicable terms and conditions of your relevant Citi Products means that you fully agree for Citi to share and transfer all of your data that has been collected or received and held by Citi to UOB Vietnam for purposes of the transfer of your Citi Products.

  • Will the terms and conditions of my Citi Products be changed?

    Your Citi Products will be transferred to UOB Vietnam on the same terms and conditions. However, UOB Vietnam has the right to amend and/or supplement the terms and conditions applicable to your Citi Products in accordance with such terms and conditions from time to time from the Effective Date during its provision of products and services to you.

  • What will happen if my accounts are closed (applicable to non-consenting customers)?

    After your accounts (including current, savings or deposit accounts as well as Credit Card or Personal Loan accounts) are closed, access to Citi services and your account benefits will be affected as follows:

    General:

    • .You will not be able to use your accounts and any relevant cards for any transactions or otherwise.
    • .You will not be able to login to Citibank Online and Citi Mobile® App.

    • .All other benefits associated with your accounts will be discontinued.
    • .You will still be liable for any outstanding balances (including fees and charges) payable in relation to your accounts.

    Accounts and Deposits:

    • .Interest will be settled in accordance with the applicable laws and the terms and conditions of the relevant products.
    • .Any cheques presented after account closure will not be accepted and processed.
    • .Any existing standing instructions will be cancelled upon account closure.
    • .For processing of merchant and tax refunds/rebates linked to your accounts, please contact the respective merchants or any other third party directly for alternate arrangements.
  • With the UOB logo featured on the signage at Citi Vietnam’s existing locations of consumer banking services, will the use of my Citi accounts and services at such locations be affected?

    By the Effective Date, please be informed that the UOB logo will have been featured on the signage or labels or decals at Citi Vietnam’s existing locations of consumer banking service (e.g. at its Hanoi Branch and Ho Chi Minh City Branch). The use of your existing Citi accounts and services (which have been then transferred to UOB Vietnam) are unaffected by such changes and you can continue to perform transactions in relation to your accounts and services at these locations.

  • Will there be any more changes?

    UOB may make further changes and/or issue new UOB products and services to relevant customers. If there is any change in the future, you will be notified in advance by UOB.

  • Why do I still see the word “Citi", “Citibank”, “Citigroup” and all similar trademarks?

    With effect from 01 March 2023, Citi Vietnam has transferred ownership of its consumer banking business to UOB Vietnam.

    UOB Vietnam is the issuer of “Citi” branded consumer banking products in Vietnam and Citi Vietnam is providing certain transitional support in respect of those products.

    The trademarks “Citi”, “Citibank”, “Citigroup”, the Arc design and all similar trademarks and derivations thereof are used temporarily under license by UOB Vietnam from Citigroup Inc. and related group entities.

Accounts and Deposits

  • Do I need to terminate my Insurance Policy obtained through Citi Vietnam if my Citi account is closed?

    Any life insurance policy(ies) that you have obtained through Citi Vietnam is underwritten by a third-party insurer, and not by Citi Vietnam or UOB Vietnam. There is no impact to the existing policies signed up previously and you will continue to enjoy the coverage as long as the premium is paid to date.

  • How can I make payment for my Insurance Policy after my Citi account is closed?

    You can make payment through the AIA official website, direct transfer or go to any Insurance Company’s branches for your future payment.

  • What happens if Citi Vietnam does not receive my express consent to transfer my current and savings account(s), term deposit(s) and savings deposit(s) to UOB Vietnam 30 days before the Effective Date?

    Your account(s) and deposit(s) with Citi Vietnam will not be transferred to UOB Vietnam on the Effective Date and your deposit account(s) will be processed for closure pursuant to Citi Vietnam’s standard procedure. This means, you will not be able to transact and the balance in the deposit account(s) will be refunded to you. More details will be provided to you in due course.

  • How will my account(s) and deposit(s) with Citi Vietnam be transferred to UOB Vietnam?

    Your express consent will enable the transfer of your Accounts and Deposits with Citi Vietnam to UOB Vietnam with effect from the Effective Date. If your Accounts and Deposits are used as security for any credit card or transaction with Citi Vietnam, any rights, interests and benefits over such security will also be transferred to UOB Vietnam and UOB Vietnam will be entitled to such rights, interests and benefits as if it were Citi Vietnam. UOB Vietnam will provide you with appropriate guidelines and details of your account at UOB Vietnam to ensure seamless transition and to facilitate your transactions over such accounts upon the Effective Date. Your consent will also reaffirm that you agree to Citi Vietnam’s disclosure and/or transfer of your information, including your personal information and information relating to your existing and prior account(s) and/or other product(s) that you have or had in place with Citi Vietnam, to UOB Vietnam to the fullest extent necessary to implement the Transfer.

  • What happens to the Term Deposits securing my Credit Card(s) under the Secured Card Program?

    Any cash amounts held by Citi Vietnam as Term Deposits securing any Credit Card(s) under the Secured Card Program will be transferred to UOB Vietnam together with your relevant Credit Card(s) with effect from the Effective Date. Accordingly, UOB Vietnam will continue to hold such Term Deposits at a rate of interest to be decided by UOB Vietnam for as long as the secured Credit Card(s) is(are) open and the existing terms and conditions of the Secured Card Program will continue apply (until otherwise advised by UOB Vietnam after the Effective Date).

    Kindly note that, your current and savings account(s), savings deposit(s) and other term deposit(s) that are not used as security for any Credit Card(s) still require your consent to be transferred to UOB Vietnam on the Effective Date.

  • Can I continue using my Debit Card(s) provided by Citi Vietnam from and after the Effective Date?

    From and after the Effective Date, you can continue using your Debit Card(s) which were issued by Citi Vietnam before the Effective Date provided that your account(s) linked to such card(s) are transferred to UOB Vietnam. At a later date, such card(s) will be replaced with new card(s) issued by UOB Vietnam and delivered to you based on your registered address. Details and timing of such replacement will be communicated to you by UOB Vietnam in due course after the Effective Date.

  • I have a HKD/ GBP current account, can I still keep using the account with these 2 currencies after the Effective Date?

    You can keep using your current accounts and other products and services provided by Citi before as usual.

    In case of any changes, you will get a notice in advance.

  • What is my deposit insurance coverage?

    Your accumulated deposits maintained with Citi (before the Effective Date) and UOB (from the Effective Date) will be insured by DIV (Deposit Insurance of Vietnam), per the applicable laws.

  • My Term Deposit / Savings Deposit at Citi is due on or after the Effective Date, if I want to keep the same term, will the interest rate apply at the current Citi or UOB interest rate?

    Since the Effective Date, the interest rate of Term Deposit / Savings Deposit would be applied by UOB. However, you can still visit www.citibank.com.vn to have the latest update on the interest rate of Term Deposit / Savings Deposit.

  • Is there any changes in banking fees and charges?

    There is no changes in banking fees and charges. In case of any changes, you will get a notice in advance.

  • I am having Citi Account, which branches can I visit to do banking since the Effective Date?

    Since Effective Date, customers who have products & services provided by Citi can do banking at the following branches:

    - UOB Sunwah Branch: Ground Floor, 4th, 16th and 20th Floors, Sunwah Building, 115 Nguyen Hue, Ben Nghe Ward, District 1, Ho Chi Minh City, Vietnam.

    - UOB Horison Branch: Ground Floor and 11th Floor, Horison Tower Building, 40 Cat Linh, Cat Linh Ward, Dong Da District, Ha Noi, Vietnam.

  • Can I open new current account at branches transferring from Citi?

    Yes, please contact our branches staff for further guidance.

  • Can I continue to withdraw cash with my debit card issued by Citi at ATM? Is there any fees and charges?

    You can continue using your Debit Card(s) issued by Citi at any ATMs with MasterCard logo. The cash withdrawal fees and charges applicable for Debit Card are not changed at the moment. If there is any changes in the future, you will be notified in advance by UOB.

  • I have a Citi Debit card, if I lose it or it expires after the Effective Date, will my new card be reissued with the Citi or UOB logo?

    Since the Effective Date, if you lose your Debit card or it expires, your Debit Card will be issued by UOB, with product name having "Citi" during the transition period.

  • Can I continue to use Citi Global Transfer and global viewing of accounts?

    No, these services have ceased from 26 June 2022.

  • What about my joint account holders since the Effective Date?

    There is no change in your joint account since the Effective Date.

  • Can I still access my Citi accounts online for banking transactions?

    You may continue to access your accounts as usual for your online banking transactions using your Citi login ID and password. Should there be any changes that may impact you, we shall inform and advise you accordingly.

  • I have Citibank accounts abroad. Can I still have a Global View of my accounts or perform Global Transfers?

    Citi Global Transfer (CGT), Global View of Accounts (GVA) and Global Transfer services have been discontinued effective 26 June 2022. In order to view and access your Citi accounts abroad, you may login to Citibank Online of your accounts’ country of origin.

    If there are on-going need for Global Transfers, you may continue to perform fund transfer(s) to overseas account via Telegraphic Transfers (TT) at your nearest branch.

  • Can customers continue to operate Citi Term Deposit, Current and Savings Account?

    Yes, you can continue to use all your existing products and services provided by Citi before as usual for now until further notice.

  • Can I continue to perform both local and overseas cash withdrawal with my Citi debit card?

    Yes. There is no immediate change in the way you withdraw cash from your debit card issued by Citi before.

Credit Cards and Personal Loans

  • How will my payments in relation to my Credit Card(s) provided by Citi be handled?

    With effect from the Effective Date:

    • .There will be no immediate change in the way that you are paying your Credit Card(s), your payment will remain unchanged and uninterrupted.
    • .Any amounts owing but remaining unpaid to Citi Vietnam under your Credit Card(s) as of the Effective Date will be transferred and payable to UOB Vietnam as if UOB Vietnam was the original issuer of such Credit Card(s).
    • .Interest rates, fees, features and other terms and conditions currently applicable to your Credit Card(s) will remain unchanged until such time UOB Vietnam communicates to you otherwise after the Effective Date in accordance with the terms and conditions currently applicable to your Credit Card(s).
  • Can I continue using my Credit Card(s) provided by Citi Vietnam from and after the Effective Date?

    You can continue using your Credit Card(s) which are issued by Citi Vietnam before the Effective Date as usual from and after the Effective Date but any debt that incurred from the use of such Credit Card(s) will be owed by you to UOB Vietnam. Your Credit Card(s) will be replaced with new card(s) bearing UOB Vietnam’s name and logo issued by UOB Vietnam and delivered to you based on your registered address at a later date. Details and timing of such replacement will be communicated to you by UOB Vietnam in due course after the Effective Date.

  • I have a Citi Credit card, if I lose it or it expires after the Effective Date, will my new card be reissued with the Citi or UOB logo?

    Since the Effective Date, if you lose your Credit card or it expires, your Credit Card will be issued by UOB, with product name having "Citi" during the transition period.

  • How will my payments in relation to my Personal Loan(s) be handled?

    With effect from the Effective Date:

    • .There will be no immediate change in the way that you are paying your Personal Loan(s), your payment will remain unchanged and uninterrupted.
    • .Any amounts owing but remaining unpaid to Citi Vietnam under your loan agreement(s) and/or related terms and conditions will be transferred to UOB Vietnam and will be payable to UOB Vietnam (to an account specified in our subsequent notice) by you as if UOB Vietnam were the original lender;
    • .All of the rights, interests and benefits to and in all security interests granted to Citi Vietnam in relation to your Personal Loan(s), including but not limited to any mortgage over real property, mortgage of assets and rights over assets, pledges over deposits, will be transferred to UOB Vietnam;
    • .Interest rates, fees, features and other terms and conditions currently applicable to your Personal Loan(s) will remain unchanged until such time UOB Vietnam communicates to you otherwise after the Effective Date in accordance with your loan agreement(s) or related terms and conditions currently applicable to your Personal Loan(s).
  • What will happen to my Citi Rewards points, Cash back and Miles after the Effective Date?

    All your existing Citi Rewards points, Cash back & Miles remain valid on your credit card after the Effective Date. There is no immediate change to the usage or the current conversion rates. You will continue earning Citi Rewards points, Cash back and Miles for all eligible spend on your credit card.

    If there are changes to Citi Rewards points, Cash back or Miles, we will ensure sufficient notice is given to you.

  • Will this Transfer affect my current line of credit facility?

    No, your line of credit facility remains the same. No additional credit check is required as a result of the transition to UOB Vietnam unless otherwise as provided for by the applicable laws and regulations.

  • Do I need to make any new / separate arrangements for my credit card payment or loan repayment?

    Until the infrastructure migration from Citi Vietnam to UOB Vietnam is completed, your existing credit card recurring payment/ loan repayment arrangements will remain unchanged and uninterrupted. Should there be any changes, we will ensure sufficient notice is given to you.

  • Can I still use Samsung Pay with my credit card?

    Yes, you can still use Samsung Pay with your credit card after the Effective Date.

  • What does it mean for UOB Vietnam to become the credit provider for my credit card and personal loan after the Effective Date?

    After the Effective Date, any credit provided to you on your credit card/ personal loan is credit provided by UOB Vietnam and must be repaid to UOB Vietnam (however the repayment arrangements remain the same and a payment to your Citi branded card will be settled as a payment to UOB Vietnam).

  • What will happen to my outstanding balance of Citi credit card and/ or personal loan?

    There is no immediate change in your Citi credit card and/ or personal loan. Your outstanding balance(s) with Citi will remain unchanged and transferred to UOB from the Effective Date.

  • Do I have to sign off any UOB form or and document for my Citi credit card and/or personal loan account(s) to be migrated to UOB?

    There is no need to sign any form or document for your existing Citi credit card/ personal loan account(s) to be migrated to UOB.

  • What will happen to the standing instruction/ direct debit in my Citi card?

    There is no change in the service and no impact to your standing instructions or auto-debit enrolled with your Citi credit card.

  • What will happen to my existing Installment Plan(s) (Citi PayLite/ Citi QuickCash/ Citi FlexiBill) from the Effective Date? Will the interest rates and tenure be maintained?

    There is no change in your existing Installment Plan(s) from the Effective Date. The interest rate and tenure of your existing Instalment Plan(s) will remain unchanged.

  • Will there be any changes in fees, charges and rates?

    For credit cards, there will be no immediate change in interest rate, fees and charges as a result of the transfer to UOB. For personal loan, interest rate is fixed during your repayment tenure.

  • I recently participated in a campaign/ offer provided by Citi. Will it be taken over to UOB?

    All campaigns and offers provided by Citi will continue until the end of campaign period and the gift redemption will be continued if you qualify per the campaign mechanics and eligibility criteria.

  • Can I continue to access my accounts/ statements via Citibank Online/ Citi Mobile® App?

    There is no immediate change and you may continue your access to Citibank Online/ Citi Mobile® App. Should there be any changes, we will inform you in advance.

  • Currently, UOB has not had a credit card product, after the Effective Date, can UOB customers apply for a credit card?

    Please click here to register your demands on credit card. Our staff will contact you for further assistance.

Insurance

  • Since the Effective Date, how do I make future payment for my existing life insurance policy(ies) that bought with consultancy of Citi?

    There are multiple payment channels so you can actively choose the most convenient payment channel:

    - Make payment directly through Insurance company's website or mobile application.

    - Bank transfer, Cash deposit or Auto Direct debit via Insurance company's partner banks.

    - Use credit card or cash to make payment via Insurance company's agencies.

    The instruction of auto payment by your accounts/ credit cards with Citi will be continued.

  • If the insurance policy(ies) bought through Citi has enrolled auto-debit as the payment method, is there any impacts on the payment?

    There is not any immediate changes in your future insurance premium payment.

  • What will change for Citi’s customers / clients with insurance policy(ies) purchased through Citi before the Effective Date?

    There are not any changes for our customers / clients. Insurance is regulated by Ministry of Finance (MOF). Our insurance partners operators remain committed in fulfilling their responsibility to protect our existing and new customers / clients.

    The terms of the policy(ies) may stay the same, except any references to Citi will become references to UOB.

  • Who shall I contact for any policy/ certificate related to queries, claims, complaints or servicing issues?

    You can visit the following branches for any issues related to AIA insurance:

    - UOB Sunwah Branch: Ground Floor, 4th, 16th and 20th Floors, Sunwah Building, 115 Nguyen Hue, Ben Nghe Ward, District 1, Ho Chi Minh City, Vietnam.

    - UOB Horison Branch: Ground Floor and 11th Floor, Horison Tower Building, 40 Cat Linh, Cat Linh Ward, Dong Da District, Ha Noi, Vietnam.

    Alternately, you may approach AIA operator for on-going policy/ certificate servicing.

  • Do I need to terminate / surrender my insurance policy?

    Buying an insurance policy is a long-term commitment. You should be aware that an early termination or surrender of the policy usually involves high costs and the surrender value may be less than the total premium paid. Insurance is regulated by Ministry of Finance (MOF) . Accordingly, insurance company remain committed in fulfilling their responsibility to protect the existing customers. It is advisable for you to preserve the existing benefits and value of the respective insurance policy. If you terminate now, it may be difficult or more expensive for you to get similar insurance coverage later on when you need it.

  • Does this integration change my insurance policy number?

    There is no change in your policy number as the insurance policy is the contract between you and Insurance company.

  • Will I continue to get insurance coverage for the policies purchased through Citi?

    There is no change in the existing policies that signed up previously and you will continue to enjoy the coverage as long as the premium is paid to date.

  • Is there any changes in my policy/ certificate and benefits?

    There is no immediate changes in your policy/ certificate and the benefits as set out in the Policy/Certificate Contract as a result of this integration.

    Customers can be assured that all contractual obligation will continue to be honoured by the insurer.

  • Will I be able to purchase insurance product which Citi previously distributed?

    Insurance products distributed before by Citi may not be available anymore from the Effective Date. However, we might have similar or compatible products which would meet your needs. You may contact us for more information.

Service

  • Will the current Citi branches keep working?

    The current Citi branches for consumer business shall remain working as usual, on the basis that they are taken over by UOB from the Effective Date

  • Which branches can I instruct a transaction for products and services provided by Citi before?

    Since Effective Date, customers who have products & services provided by Citi can request transactions at the following branches:

    - UOB Sunwah Branch: Ground Floor, 4th, 16th and 20th Floors, Sunwah Building, 115 Nguyen Hue, Ben Nghe Ward, District 1, Ho Chi Minh City, Vietnam.

    - UOB Horison Branch: Ground Floor and 11th Floor, Horison Tower Building, 40 Cat Linh, Cat Linh Ward, Dong Da District, Ha Noi, Vietnam.

  • Can I enquiry and make transactions on my account opened by UOB at branches transferring from Citi and vice versa?

    No, you are not able to perform such transaction as both bank’s systems are not integrated at the moment.

  • Which services will cease from Effective Date onwards?

    There are following services that will cease from Effective Date:

    1. Foreign check collection

    2. Emergency Cash Withdrawal Services

  • Can I continue to contact CitiPhone for any enquiries since Effective Date?

    Since Effective Date, CitiPhone's Self-Service Banking still continue to support as usual. For any enquiries, you can call us at:

  • Can I continue to perform cash withdraw with my Citi debit card at Citi ATMs/ Cash Deposit Machines (CDMs)?

    No, the Citi Automated Teller Machines (ATM) and Cash Deposit Machines (CDM) were officially terminated since 15th November 2023. You can perform cash withdrawals at other ATMs that are partnered with MasterCard, deposit cash at Sunwah/ Horison branches.

  • Are there any changes in my credit card/current account/savings account standing instructions?

    No, there are not any changes in your standing instructions at the moment.

Wealth Management

  • Are there any changes in the operating hours of branches transferring from Citi?

    There are no changes in the branch operating hours since the Effective Date, with details as below:

    - Operating Hours: 8:30 AM - 05:30 PM (Monday to Friday)

    - Cash Counters Service: 8:30 AM - 04:30 PM (Monday to Friday)

  • As a Citigold customer, which branches can I make transactions since the Effective Date?

    Since Effective Date, customers who have products & services provided by Citi can request any transactions at the following branches:

    - UOB Sunwah Branch: Ground Floor, 4th, 16th and 20th Floors, Sunwah Building, 115 Nguyen Hue, Ben Nghe Ward, District 1, Ho Chi Minh City, Vietnam.

  • If I'm a Citibanking customer, will I become a UOB Emerging Affluent?
